For years, the running line around the Friendswood Chamber of Commerce was that if you wanted a real night out, you got in your car and drove somewhere else. Dinner, a movie, anything with a little polish, and you were headed toward Pearland or into Houston. That's the backdrop against which Friendswood City Center got approved, and it's worth sitting with for a second if you live in Avalon, because the 106 acres now under construction on FM 528 are the city's answer to that exact complaint.

If you drive Friendswood Lakes Boulevard toward FM 528 with any regularity, you've probably already clocked the cleared land and the construction equipment between Townes Road and Brookside Intermediate. What you may not have is a clear read on what's actually locked in versus what's still a rendering on somebody's laptop. That distinction matters more than the acreage number, and it's the part most coverage of this project glosses over.

What's Actually Under Construction Right Now

Two things about Friendswood City Center are no longer speculative. The first is the anchor tenant. B&B Theatres, a national movie theater chain based in Missouri, has committed to a 90,000-square-foot entertainment complex that goes well beyond a standard multiplex. According to reporting from the Houston Chronicle earlier this year, the build includes:

  • 14 auditoriums
  • Four specialty large-format screens
  • A full-service restaurant
  • An arcade
  • An immersive bowling alley
  • A go-kart facility, recently reconfigured onto the upper two levels of the building to make room for more surface parking

That go-kart detail is a small thing that tells you something bigger. The design got reworked after the fact to fit it in, which means B&B Theatres is treating this as a flagship location, not a standard rollout. For Avalon residents, that's the difference between "a new theater eventually" and "an actual weekend destination with more going on than the movie."

The second confirmed piece is the park. The developers, Tannos Development Group and Wolfgramm Capital, have committed to donating a 54-acre public park to the City of Friendswood once it's built out. Per reporting from Bisnow, the park will include more than four miles of walking and biking trails and a fishing lake with a pier, along with public parking and restroom facilities. Earlier planning documents put the park closer to 52 or 53 acres, so the number has crept up slightly as the project has moved through design, which is a normal part of how these things evolve, not a red flag.

Put those two together and you get the actual shape of what's coming: a destination for a Friday night out, and a piece of public land you'll be able to walk a dog or cast a line without leaving your side of town.

What Nobody Has Nailed Down Yet

Here's where the story gets more honest than most write-ups let it be. When Friendswood City Manager Morad Kabiri was asked directly about a grand-opening date, his answer, as reported by Community Impact, was that no specific date had been set. Nothing in the more recent coverage of the project, including updates on construction progress and the confirmed B&B Theatres build, points to that having changed since. That's not evasive city-hall speak. It's an accurate reflection of where a 106-acre, three-phase project actually sits. Commercial leasing documents circulating on the project put full build-out somewhere in the 2025 to 2028 window, phased in stages rather than delivered all at once.

What that means in practice: B&B Theatres and the retail buildings fronting FM 528 are the leading edge of construction, but most of the smaller retail and restaurant spaces in the development haven't announced tenants yet. The 500-unit apartment community, the branded hotel with its conference space, and the medical office buildings are all part of the plan, but they're not on the same visible timeline as the theater complex. If you're the kind of person who checks in on a project every few months expecting a ribbon-cutting, this one is going to test your patience. If you think of it instead as a multi-year rollout where the entertainment piece lands first, your expectations will line up with reality.

The Road Changes You'll Feel Before Any Storefront Opens

Before you ever walk into that theater or cast a line off the new pier, you'll notice something else: how you get around this part of Friendswood is changing. The project includes an extension of Blackhawk Boulevard to connect with Bay Area Boulevard, funded in part through Friendswood's first Tax Increment Reinvestment Zone, which channels roughly $60 million in captured tax revenue back into infrastructure rather than pulling from the general fund. That figure covers a new roadway and bridge, upgraded drainage, new traffic signals, and a new fire station serving the district.

For anyone driving Friendswood Lakes Boulevard between Avalon and FM 528 regularly, that road work is the part you'll experience first and most directly, well before B&B Theatres cuts a ribbon. New signals and a new north-south connection change how traffic distributes across this whole stretch of the city, which is worth factoring into your regular commute planning even while the storefronts are still shells.

It's also worth remembering why this particular tract sat undeveloped for so long in the first place. Kabiri has described the site, previously owned by Clear Creek Community Church, as one of the most difficult properties in the city to build on, largely because of flood mitigation requirements and drainage issues that had stalled prior attempts. The infrastructure spend is doing double duty: it's building the roads that make the entertainment complex and park usable, and it's solving the drainage problem that kept this land sitting empty for years.

What to Actually Watch For Between Now and Move-In

If you live in Avalon and you want a realistic read on when this changes your weekend routine rather than just your drive-by view, here's where to point your attention:

The honest version of this story is less tidy than "big new development opens soon," and that's exactly why it's worth knowing if you live a few minutes away. You're not waiting on a single date. You're watching a corridor fill in piece by piece, and the pieces that fill in first, the theater complex and the park, are the ones that will actually change what a Friday night or a Saturday morning looks like from Avalon.
